Main Talk Summary :
Few people disagree that America has a severe shortage of affordable housing for low- and moderate-income households. But this isn’t a new problem—it has persisted for a century and is worse today than it was one-hundred years ago. The reason is the framework that has dominated discussions of housing policy since the 1920s. In this talk, Brian Phillips will examine this flawed framework and present his vision for a new framework for housing policy.
